Key commands presets

I’m not sure if this is an issue with my computer, bad design by steinberg, or my own stupidity. But for the life of me I cannot get cubase 8.5.3 to select and keep my key command preset. I would like to just make it the default, or even just select it once when first creating a new project.

Recently I’m not even able to select it. I try, but it always goes back to the “-” selection when I restart the project.

Is this a thing that other people are dealing with, or is there some strange thing about my setup?

Should be working normally, (it is here) maybe that particular preset is corrupt?

What happens when you hit the reset all button at the bottom and save a new preset?
