Is the key commands file cross platform transferable ? PC W7 > OSX 10.9/10.10

It is transferable. Opening them on other system is no problem.
But: The way the cmd, alt, ctrl keys will be understood one the other system are perhaps not what you would want. I made some extra PC version of my Mac commands for that reason.

Yes of course, the modifier keys are different. I have both at my room.
