Keyboard shortcuts don’t load presets

What kind of presets do you mean, please?
Keycommand presets not working here either (Cubase 11 on 64 Bit Windows 10)
Under edit->Keycommands->presets the files do not load.
also, keycommands I edit by hand do not work

By this you can import very old Cubase Key Commands only. If you start Cubase (11) for the very first time, it should migrate your older Cubase preferences (up to 2 major versions dow, so Cubase 10.5, Cubase 10.0, Cubase 9.5 and Cubase 9.0).
Some users have reported this didn’t happened. Then for some of the users Cubase reinstallation helped (and of course, they had to delete Cubase 11 preferences after, to get Cubase 10.5 preferences). Or you can just copy the preferences manually from your old Cubase preferences folder, to the new one.
Cubase Preferences folders are:
Mac: ~/Library/Preferences/Cubase X
Win: %appData% Steinberg/Cubase _X__64
You can also export Profile from your old Cubase and import it to the new Cubase.
I experimented a bit more with keycommands this afternoon :
Each time I open the keycommand editor, the preset I used before is not loaded in the editor. So I first have to reload a preset, then edit the desired keycommands and then save the preset again… otherwise it will forget what I did when I close the editor.
