In the current build out of the box when I press control shift L it doesn’t open the layout options but starts or stops some kind of recording .
As a newbie I was confused!
If you’re on Windows, it is most likely getting hijacked by your graphics driver. You should be able to disable it.

In my case it was the AMD graphics software… some of these obscure utilities are too clever by half ! . . .
