Anyone know why I am not getting the Layout Options window when I type Cmd./Shift L on my Mac? I can access it by going up to the Library Menu and selecting it but the shortcut method is not working.

Does the shortcut appear in the Library menu?
Yes. But it does not work in any Mode.
Maybe there’s a hardware- or OS-level shortcut defined? Some external monitors have those, e.g. to pivot the screen orientation.

Check System Settings → Keyboard. There’s a section where you can define custom key commands. Maybe the ⇧⌘L is use somewhere.
