Can somebody please confirm that there can be no PIMA fingering below and LH fingering above the staff?

Is the issue you’re experiencing that you can’t force the desired placement of both right- and left-hand fingering, or that you can’t get Dorico to display right- and left-hand fingering on the same note? The latter is certainly possible.
Is this what you want?
You can move the LH fingerings in Engrave Mode. But I think your point is that if you have a RH and LH fingering on the same note, you can’t specify in the Properties Panel where each should go. When I did this, only the RH had the option of Above/Below.
