How can I get a user license for Cubase Elements 8? I have an old 32 bit PC where newer Cubases doesn’t work. Also, I lost my Cubase Essential 5 usb dongle. Is it possible to get a new dongle?

You can’t get older licenses from Steinberg, just the current license is available for sale.
The only chance is to find someone who is willing to sell you his license and that must be on a USB eLicenser dongle, because the soft eLicenser can not be recreated anymore. One place you can try is Knobcloud were many licenses are offered for sale.
The eLicenser system has been shutdown last year in May.
No, a new dongle (even if they are still offered in some shops in the Internet) can not be used anymore.
