Limit Arranger Events to certain tracks

Can an Arranger Event be limited to pertain to certain tracks only, instead of including all the tracks? Also, is there a way to make the Arranger Chain play different Arranger Events at the same time?

If not, is there a way in Cubase to unite vertically coinciding sections of different (but not necessarily all) tracks into one “block”, that can be used repeatedly elsewhere on the timeline, possibly in combination with other such blocks or track sections?

No, and no.

You can use the Folder track. In Nuendo, you can use Clip Package.
