I’ve run into what I believe is a bug and not an intended feature: if I’ve placed a horizontal line into the score from the Lines tab, there is no way to locally change the placement of said line. The line placement is only a Global setting and there is no way to set it so that it’s positioned differently in different layouts. The reason why I think this is a bug is that for items like dynamics or ornaments, which often have horizontal lines as a part of the glyphs, the placement above or below a staff is a Local property and not a Global one.

Hi @ryanpetriello, I think this is not a bug but intended behaviour.
A horizontal line has a property built in it for Placement: Above/Below/Inside Staff and this is global per default:
as soon as you activate the Placement property override im the properties panel, you will see that the text of the property is Bold White: this tells you that this property is applied globally (even if the panel is in “locally” state).
(The reason for that is probably a semantic one: imagine you create something like an 8 line or similar, which has a different meaning when is above or below the notes!)
Here an example that shows bold white text (for the Placement override, which can be only global) vs normal white text (for End offset, which can be set locally):
To be able to have the “same” line below in the part, you could duplicate that line in line editor, assign a different Placement to the duplicate, rename appropriately.
Than you can use one in the score and one in the part: you can “hide” the unwanted line using the color (opacity/alpha) property override (which can be local):
