I am trying to make the keyboard shortcuts to toggle between cursors the same for lower piano roll and the upper window. I see there is a button labeled “Link Project and Lower Zone Cursors.” However, when I press this, the keyboard shortcuts do not change the cursors in both windows. Is this button suppose to achieve this? If so, is there something else I need to do? If not, is there another way to achieve this?

It does, on my end, changing both the horizontal zoom and the lower zone cursor so that both the zooming level and the horizontal cursor position are the same : an invaluable tool that I constantly have activated, when using the Key Editor in the lower zone. So, I would try to relaunch Cubase in Safe Mode, using the Disable program preferences option, if not.
FWIW, and as you were evoking a ‘keyboard shortcut’, the dedicated one (Edit> Toggle Link project and Lower Zone Editor Cursors) work exactly as expected, on my end, as a toggle.
