Is there an option in Halion 4 to modulate the loop start or end values realtime by a controller like pitchbend etc?

I have not looked into this. The only way to tell is to check for modulation destination listings of the mentioned above in the modulation matrix.

I could only see sample start not loop start in the modulation matrix. Is there any other way to do it?

I am afraid not, unless you can right click and assign the parameter in question to one of the quick controls and/or a knob/slider on your external controller for automation. If this does not work start a new thread for a feature request for Steinberg to add more modulation sources and destinations in a future update.
