Loudness issue

Hello.

I have a stereo wav file in the r128 -23 lufs standard
If I convert the multi-channel tracks to mono using Nuendo, that same file gives a discrepancy in loudness of -3 db

Is this normal?
Is there any way to fix this?

If you measure a stereo file you are measuring two channels so the total loudness would be higher since you have twice the amount of content.
