[mac] No "Page Setup" under the File Menu

I’ve been working my way through the Score section of the manual and I can’t find “Page Setup” under the File Menu. It’s not listed in the Key Commands area, either.

Is this a bug - or am I doing something wrong?

With an empty project, page setup is not available.
It’s visible but greyed out.
Doubleclick a part (or multiple selection) and go to menu > scores > open selections.
Then goto menu > file > page setup
