What is the recommended method to double the duration on the 3rd chord and move the 4th chord a beat forward?

Don’t know if it’s recommended, but what I’d do is knock out the ties, adjust the chords you want to move, and then re-tie.
You can split a tie chain at one specific position by showing the caret first, positioning the caret at the place where you want to split the tie, then press U with the caret still active.
If you want to push subsequent material backwards by the amount you’re lengthening this chord, use Insert mode (set to the appropriate scope for your needs).
