i have a USB dongle i use to run cubase 7.5 on an Elicenser
I have another spare Elicenser i would like to make a copy on
for safe keeping incase i lose this eLicenser.

You can’t do that I’m afraid, licences can only be transferred between dongles 
Steinberg does offer a Zero Downtime possibility which addresses this concern for you, and you already have a second dongle, so you’re looking good.
