The hi-hat does seem quite quiet in the Groove Agent SE kit. Is there a way to adjust the volume for each part of the kit individually?

Yes, you can do that. If you open the Groove Agent SE window, then on the right-hand side, click Mixer, and then Agent, you will see a little mixer with separate faders for each of the instruments in the kit.
