I have a 7 bar section in a score where the tuba is playing a modified cue of a bari sax part. Modified in that it’s not identical due to some note/octave adjustments due to range differences. Since it’s not an exact cue, I can’t use the cue Popover to add it to the tuba part. So I have copied the part manually into the tuba, made the notes cue size flipped then all down stem and made the necessary adjustments to the out of range pitches. The only thing left is add the whole rests above the cues. For whatever reason, I can’t seem to get the get whole rests to show up like they would in a normal cue using the Popover. I’ve tried to add another voice then add the rests using the rest tool in Write Mode to no avail. I did make the cued notes Down Stem Voice 2 notes. The actual Tuba part is Up Stem Voice 1. I’ve also played around with the “starts voice/ends voice” buttons in Properties with no luck. Please see attached. Affected measures are mm. 35 to 42. This should be so simple and I’m sure it is but it’s not clicking with me. Thanks in advance.

An easy ways to solve this would be to create an instrument only for the tuba Cue. Then write the desired notes on it, only for that passage, and insert a Cue in the Tuba, that points to that Instrument, for the needed bars (so it will be displayed as expected, including the full bar rests). This extra instrument should be unchecked from the score, so that it will be not visible, but can still be used for the Cue. (You can also delete the Layout for the extra Player, once you have created the cue.)
Cue labelling:
You can rename the player of the extra instrument “Cue for Tuba” (to avoid confusion and for orientation in Setup mode), and rename the extra instrument to Bari Sax, or insert a Bari Sax instrument as extra instrument (if you choose this last option I suggest you put the extra player into a group, to avoid automatic renumbering!). This will then let the automatic cue labelling to show “Bari Sax” if this is what you want. Or you can just use a custom name for that cue label.

But if you need to add the rest using your method, use the Caret, and create a new voice, before using the bar popover, where you write rest and press Enter.
In addition to @Christian_R’s suggestion for using the Cue function with a special staff to hold those notes, you can get this to work the way you’re doing things as well. Start Note Input mode, change to a voice different from the one you put the notes in, open the Bars popover with Shift+B, type rest, and hit Enter. Edit: Looks like Christian added that suggestion while I was typing!
Here I’ve entered the “cue” notes in downstem voice 1 (the stems are going up because there’s currently nothing in any other voice), so I make sure I’m in an upstem voice before opening the Bars popover. You can see that the rests show up centered in the bar and displaced vertically, and they force the stems for the cue notes to flip down.
