Map Key Commands to Midi Controller?

I have setup my computer keyboard to use the up and down arrows to select tracks, this was done in the key commands menu.

I would like to map these key commands to a midi controller so I can cycle between tracks going up and down, but with two buttons on the midi controller. The intent is to switch between VST instruments.

Is this possible?
