As said in the other post, it’s working just fine here with no Midi Remote. Maybe you have a defective unit?

As @mlib said, you don’t need to use the midi remote at all. At least in the past you have not had to. Has the builder changed anything recently? I don’t know. C14 is working perfect with my programmed CCs on a Sparrow 5 channel and 5 pots 3Dbuilt controller. I purchased my pre-programmed 100mm Sparrow about 2-3 years ago using it with C12(maybe) and definitely C13 and C14. I have never had the need to change CC assignments.
Honestly, I just plugged it in to a spare usb port, and started up C13. No Midi remote needed. Make sure in the Inspector Routing that “All Midi Inputs” is selected…or at least “Sparrow 5x5.”
In C13/C14 under midi port set up, Sparrow 5x5 showes up in both In and Outs, active checked in both boxes.
Well, the pdf is approaching 1600 pages. I’m not sure if Silicon Valley would be the proper threshold…I mean at what point do you stop? There are still a few hold-overs begging for a printed manual. Sure, there are holes in the documentation, but Steinberg has limited resources.
