Is there any way to pin the marker track to the top of the arrange column? When I scroll down, I lose it. It would be helpful if it stayed stationary so I could reference it no matter where I am in the arrange column.

Good idea!
You can divide the project window into two vertical sections.
There is a Slash icon under the ruler, right hand side - click on it to divide.
Put the marker track in the top section.
Then scrolling the bottom section will not affect the tracks in the top section.
