Relative to the rastral/space size, I guess.

There’s a helpful note on this page in the manual.
Staff relative sizes scale with the size of the staff: if you increase the staff size, the text increases in size to match.
Absolute point sizes always show at the advertised size.
Typically it makes sense for text that is staff-adjacent (dynamics, fingering, lyrics etc.) to use staff/relative sizes.
Dorico’s “reference” staff size is 20pt (ever so slightly over 7mm).
If your staff size is 20pt, then your relative Paragraph Styles are really at the point size set.
If your staff is smaller than that, then the type will be scaled proportionately. So for a staff of 10pt tall, your 12pt type will actually be half the size, e.g. 6pt.
