I have gotten into a situation where measure selectors don’t appear properly relative to the content. What is causing this?

The “measure selectors” are the System Track. It can be pushed upwards by anything above the staff, such as text (VERSE and PRE-CHORUS, etc., in your example) and chord symbols.
If you want to hide the System Track, press alt/opt-T.
Yeah, I see that now. I need to get used to working with a large vertical spacing until I am largely done, and then move things around to get a tighter vertical spacing (to get fewer pages in Forescore)
Yeah, generally speaking, all layouting work should be done right at the end. Don’t worry about how things look on a page until when you’re done putting things in
