Yes for the love of all that is good in the universe preset ratings should be blank (no stars) to start 
When Media Bay first came out I deleted all the preset stars and then started giving them my own ratings. Then when the next update came along a bunch of new presets with 3 stars appeared intermingled with my ratings. Cleaning that up was way more work than I was willing to take on. So basically pre-populating the stars makes the entire rating system UNUSABLE.
This. When I see no rating, I know I haven’t checked that preset yet. From automatic 3 star rating I can’t tell anything.
