Menu bar (and HUB) disappearing - dual screens issue

I’ve run into this issue with Cubase 10 Pro where the menu bar (and with it the complete Steinberg HUB) disappears after changing monitor settings with my dual screens setup.

When I don’t need my second screen, I disable it in Windows by using the Windows button and P, and then select primary screen only.
However, for Cubase I always enable my second screen to put the mixer on it. If I enable the second screen before starting Cubase, everything is fine and I can work normally.
But if Cubase is already running and I enable the second screen, the top menubar just disappears and the only way I can exit Cubase is by killing it using Task Manager.

This is not happening in Cubase 9.5, only in 10.

Windows 10 64 bit
Intel i7-8700 CPU
16GB DDR4
nVidia GeForce GTX 1060 3GB, driver version 399.24
