I have 2 mono tracks and want to export it to have one single stereo track, but:
Mono Track #1 > New Stereo Track Right Chanel
Mono Track #2 > New Stereo Track Left Chanel
How to do?

Surely that must be what panning is for…
Set pan of the 1st track to the left site, and 2nd track to the right site.
Then use File > Export > Audio Mixdown and create new stereo file.
