midi clock sync to external devices is erratic

I use Cubase on Windows 7 with 8GB of RAM and connected MIDI devices via MOTU Midi Time Piece AV, USB.

The MIDI clock sent by Cubase is erattic and around 200% of what it should be.

Is there any advice to solve this? I need to be able to sync clock across multiple devices.

you probably need an external clock source like an Antelope Isochrone 10M
