MIDI Control inserts are broken in Cubase 15.0.20 when importing from older sessions. I’ve replicated this both from opening existing sequences and creating a new sequence with only one MIDI track.
The MIDI CC numbers alternate between what I had saved and MSB CC0. Moreover, it spreads out the CCs that were there so the values assigned no longer correspond to the right CC, either.
For someone with a thousand-track template, this is a work-stopping bug. Back to Cubase 14 here.

Yes. Here’s a test sequence. I opened an empty project, added one MIDI track with MIDI Control. Saved in 14.0.40, Tahoe 26.4. When opened in 15.0.20, it looks as described above.
I’ve attached two screenshots. The first is what I saved, the second (with all the CC0/MSB) is what opens in Cubase 15.0.20.
