MIDI message delay when sending to external devices - bug?

In VST Live 3, I have MIDI track set up with empty MIDI events, which I then use the MIDI List Editor (Edit>MIDI List Editor) to add program change values to send to external devices.

For some reason, there is a delay (about a 1/4 note) from when the MIDI event starts, to when the actual message is sent. Oddly enough, this seems to be consistent when I change the tempo (eg, if I set the song tempo to 200BPM, the delay is shorter, and if I set it to 50BPM, the delay is longer, as it seems to always be about a 1/4 of the bar). The red line is about when the message is actually sent:

I have tried this with multiple devices (Digitech Whammy guitar pedal, Quad Cortex) and the delay is the same for both.

It’s also not a latency issue with the path to the device, as sending the messages using another program (eg. Qlab) is instant, and works normally. So it’s an issue within VST Live.

Any ideas what might be causing this?

I was facing a simple problem. But the delay was due to the wifi-midi transmitter. after replacing the transmitter with a cable. Everything started working instantly

I’m not using any wireless transmission - hardwired all the way.

USB interface > MIDI Out > Pedal
