Midi notes locked at velocity 127?

Hi, since upgrading to C13, all of my midi notes get played in at a velocity of 127. And even when I change it to a lower value in the piano roll, they pop back to 127.
Could anybody explain what might be happening? Thanks

Does it mean the Notes Velocity is really set to 127 or does it mean the Velocities are variable, but played back as 127?
