On older versions of Cubase, it was possible to adjust the dimensions of the measures by moving the barlines with the mouse.
Also, it was possible to define the number of measures per staff individually (“Partitions>Fonctions dispositions avancées” (Cubase 10.5) ).
Finally,compatibility global with the scores of the old Cubase versions without the scores being completely unstructured.

The new Score Editor does not allow to adjust the note spacing within individual measures, however it is possibly to influence that for the entire score in the Layout Settings dialog, “Note Spacing” section. The number of measures per staff can also be fixed in the “Staves and System” sections.
Converting scores from previous versions of Cubase doesn’t currently translate all objects, as you have found. We will continue to improve that in future patch releases.
Even if the score editor setting fixed the number of measures per staff in a general way ,we could change the number of measures just for one staff for example.
It was very useful , if just one measure was quite full of notes.
