I have created a second flow and I want to assign a new layout to it, but when I do, it just doesn’t show any measures. They only appear when I select “Partitura completa” (“Full score”), that is the same one that is using Flow number 1:
(Green: Flow 1. Red: Flow 2).
How can I create a second flow with its own layout properly? I want to do it like that to redistribute measures in the second flow with a different number.

It seems as though the Flow isn’t assigned to any Layout. The reason I think this is because in your screenshot, your Player and Flow are highlighted, but neither of the Layouts is.
If you select the Layout any Player or Flows assigned to it will be highlighted.
And so, what gets highlighted when you select your second Layout in the right zone?
The Layout that you have displayed potentially has a Page Override. Do you know how to check this?
