If one uses the Ped. playing technique that Dorico provides, I would let its implemented playback technique do its work and not try to duplicate the effect with sustained notes.

It is possible, but very ugly…

You need each upstem note to be in a different voice, then remove all the rests
(Not sure how best to handle the ties)

EDIT: And set the notation option>Voices to allow the overlapping dotted/undotted notes

For the ties, it could be easier with a hidden chord on the last 32d note:

And it’s possible to enter all the upstem notes in one single voice by using tuplets (only two voices in this example):
