Just in case anyone stumbles on this thread like I just did.
It’s no longer “Preferences → Editing → link editors”.
In 9.5.1, at least, it’s:
“Preferences → Editors → Editor Content Follow Event Selection”
UNCHECK that if you would like multiple Key Editors.

I have the identical problem with my 9.5. Until a recent update to 9.5.50., I could open 4 (floating) Key Edit windows simultaneously, to work on say, horn arrangements. Now, only 1 window opens. try to open a 2nd window, and it covers the 1st window.
