How can I move the tuplet ratio to one side of the barline here?
Erase background would be great, but I am unable to fund such a property.

You can switch the tuplet center between visual/rhythmic. If that doesn’t work, another option is to move the bracket overall, but as you’re showing the bracket that is probably not a great option here.
If you need it sorted quickly, a not-very-pretty option is to use a text item containing empty spaces with an erased background and position it in Engrave mode behind the tuplet ratio. You’d probably want to disable collision avoidance for it so it doesn’t get involved in vertical spacing calculations.
Visual vs rhythmic no difference in this instance. Using whited out text works - but mighty hard to see to move it around.
