I can’t figure out how to move the whole rest to the middle of the bar. I can use Voice Column Offset in Engraving, but that moves the tenor note as well. Thanks.

Yes, but I want it there to indicate that the basses don’t sing in that measure.
What happens if you try?

In this example, go into note entry (Shift-N) at the start of the bar you want the rest. Make sure you are in the correct voice (“V” key). Then press shift-b and type ‘rest’ You’ll get a proper bar rest centered in the middle of the bar. I believe there might be an engraving or notation option that defaults to showing/not-showing bar rests in 2nd voices.
