Yes, you can chose which one you want to have in the Key Editor.
For the creation, you can select it here:
Clicking on the downward triangle will display this pop-up:
To change existing points in the editor find the switch in the Info Line:
Just clicking it will toggle between ramp and step.
As for the track automation in the project view, all points are of the ramp type as that automation is not MIDI and handled a bit different internally.
