when i try to move the clip, it behaves very strangely. as if they are, but they are not locked. i can move them, but only when i move the mouse very far!

You can only drop these audio events on another audio track. Try to stay within an audio track and you can place it anywhere you want unless you have turned on Grid (enable/disable with the key command J). While hovering over a non audio track you can’t place the event - seems like this is the case in your video.
