Using Dorico elements, is there a way to move a system down on the page so that I can fit a Text element (A paragraph of several lines) above the system?

Not locally on one page, I don’t think really. Your main option in Elements is to increase the top music frame margin, which increases the gap between the top of the music frame that contains the music, and the top staff line inside that frame. Or, if this is beneath a flow heading, increase the flow heading bottom margin.
However, in Dorico Elements you can only set this on a per-layout basis, so this would affect all pages in the layout. You could have a separate layout with the required settings, then export both layouts to PDF and combine the relevant “bigger gap” page into the PDF for the main layout?
