Ok. I recreated something similar to show that is perfectly obtainable without any red overrides (in this case no manual staff spacing was used). Just setting global properties, and choosing appropriate settings (I just made the space size slightly smaller for the first frame: see the properties of the first frame break in Engrave mode):
Generally to make things work nicely (automatic staff spacing with large chunks of text) you need to make sure that the frame fullness stays below 100% setting the global options accordingly.
I would just export them all to PDF, and shuffle them in a PDF-tool when needed. (Preview on Mac works ok). No need to export each flow separately.

But, only if you can’t find a way which don’t introduce problems into Dorico itself without overrides. Changing flow order within Dorico of course also gives the advantage that all parts are sorted the right way too
I thought of that, and it should work for the piano/vocal score; but once one got into a plethora of orchestral parts, the amount of work would increase dramatically.
