Did some searching but didn’t come up with a definitive answer. Is it not possible to independently move staff-attached text in a cue from its parent where the move occurs in the score and cues are shown? I don’t find any properties or settings which allow me to do this on a per-cue basis. Moving either the parent’s text or the text showing in the cue results in the same offset being applied for both.
In Engrave mode, set the local properties to “Locally”, select the text in the cue: you can move it, or flip it, without affecting the source.
Should have been more specific. I’m talking about moves in the score where cues are shown in the score.

If this is a non playing cue that’s not visible in the score, you can move the text from the part layout that shows the cue with Set local properties set to Local.

If the cue has to be visible in the score as well then unfortunately it’s not possible to move items such as text (or slurs, ties) in the cue independently from the source material, AFIAK. It would be great if Dorico would allow this.
Since this is a text item, you could hide the text from the cue in the properties panel and add it as staff text to the staff that needs the cue, set the scale to Cue and place it where you want to.
Thanks @Zalde, this is unfortunately a playing cue but that’s a good idea on a workaround.
You could hide the text from the original in the cue (using properties) and add it back as staff text independent of the cue (which you can position wherever needed).
Yes, that’s what was suggested above and what I used.
