I select the last measure, and click the move to previous system button. But nothing happens. Yes I am doing this in engrave mode.
Make sure you see the signposts. Chances are that last bar has something like a frame break at its start. Delete it (the signpost).

The default top and bottom page margins are very generous. Decrease them carefully. You can also play with the music frame and flow heading margins.
The brute force way to fit the music into one page is – in Engrave Mode – select something in the first bar on the first page and – holding the CTRL/CMD key – the trailing barline in the second then press the Make Into Frame button on the left panel.
(If I’m reading the OP correctly, he wants to move that bar into the previous system, not that system into the previous frame.)

Yeah, good point, just in case there is no frame brake and for a particular reason Dorico refuses to move the bar…
