MP3 peaks read higher upon importing

I insert a limiter on a project (Ozone 9 maximizer). I lower the threshold to get -16 lufs and set the ceiling to -1 and enable True Peak button. I do a “quick analysis” with the loudness track and it reads peak is -1.1. Great! However , when I export an MP3 and then import it back into Nuendo, the peaks are now at -.5 according to the quick analysis. Any idea why this could be happening? I need to deliver these podcasts to spec and have my boss stop yelling at me (screw you Alex if you are reading this!).

Converting into mp3 and converting it back to .wav for playback is an unpredictable process.
It might very well be that, if you import the mp3 into another application, you will see other results.
This is never going to work, unless you deliver a .wav.

Also; Is the sample rate the same?

Sample rate of an mp3 is always 44.1 kHz.
So the conversion from 48 kHz to and/or from will also add to the problems.

Original project: 24 Bit 48k
Loudness Quick Analysis: -16.7 LUFS True Peaks -1.01

Exported and reimported into a 24/48k project and got these values:
44.1 Mono WAV -16.7 -2.95
44.1 Stereo WAV -16.7 -1.01
48k Mono WAV -16.7 -2.93
48k Stereo WAV -16.7 -1.01
44.1 Mono MP3 96 kbps -16.8 -2.91
44.1 Stereo MP3 128 kbps -16.8 -0.98

Imported into Reaper at 24 bit 48k (got same values for 44.1 project):
44.1 Mono WAV -13.7 0.0
44.1 Stereo WAV -16.7 -1.0
48k Mono WAV -13.7 +0.1
48k Stereo WAV -16.7 -1.0
44.1 Mono MP3 96 kbps -13.8 +2.0
44.1 Stereo MP3 128 kbps -16.8 -1.0

Then why does Nuendo have a dropdown on the Export Audio Mixdown dialog box for MP3 sample rate to be 32, 44.1 and 48k?
