Multi-bar rest refuses to join

I posted this up on the Dorico facebook group but I was suggested to cross post it here as well.

Basically I have a set of bars that refuse to join in to a multi-rest. It’s an XML import from a finale file. As far as I can tell there is nothing hidden in this bar and no forced time-signatures or clefs. Any ideas on what I can do here? (See post for more information)

I diagnosed this one on Facebook yesterday. There are various (accidental) bar number changes.
