Multi-bar rests are being split into many short groups in the horn parts even though there are no visible or hidden objects that justify the breaks. I created completely new part layouts and the behavior is identical. Signposts reveal no relevant text, playing techniques, or system objects at those locations. The score is entirely in 4/4.

Make sure that you have everything checked under View > Highlight… – just to make sure that you’ve checked for all the obvious things.
If you go to Play > Playback Template and apply the Silence template, you can then save a copy of your project which should be smaller. If it’s still too big to upload, you can delete bars and other players from the project copy, or you can upload the file to Dropbox or something similar and post the link here.

If you go to View > Signposts, you’ll see that you only have Text signposts visible. Select “Set All Signposts Shown”, and then you’ll see that you have a bunch of time signature signposts, even though you don’t have time signature changes – and you won’t be able to delete them.
I think what you may have done here is change some of these barlines to a different type, like a double barline, and then change them back to single. The proper way to get back to a (default) single barline in Dorico is to delete the double barline, not change it to single. If you change it to single, Dorico shows a time signature signpost, because (a) time signatures and barlines are closely related objects in Dorico, and (b) Dorico needs some way to indicate that the barline there is explicit rather than default.
All of which is to say that if you select those barlines, one at a time, and delete them, the signposts will disappear and your multi bar rests will condense. And the barline will look exactly the same, because you’ve deleted the explicit single barline and revealed the default single barline underneath.
(It’s also possible that you didn’t change these barlines at all, that this was an XML import. But the diagnosis and cure are still the same!)

Right, now you can see all the time signature signposts, and you can select each of the barlines they’re attached to and delete them, as I suggested.
The only one that’s different is the first one, at bar 9. Select that signpost, open the bottom Properties panel, and turn off the Hide Time Signature property. Then select and delete the time signature in that bar, and then the barline.
