How do I get these individual bar rests to appear as multi bar rests in bars 13-19?
Hi @sttrumpet, there must be something in those bars preventing the bar rests to be generated. Make signposts visible and see if there is something. Then select those bars (13-19) using the System Track and press delete.
If nothing helps, please upload your project to see what is going on.

You uploaded a screenshot. I suppose my next suggestion didn’t gave the desired result?
To receive further help we need to see the actual Dorico file. From a screenshot is not possible to be sure what is going on.

Actually, selecting bars 13-19 and hitting delete did the trick. Using the system track with delete made the bars disappear. Thanks, Christian!
Sorry I was unclear in my explication: I meant to use the System Track only to select those bars (clicking the little square on the right of the orange System Track) and then press the delete key on your keyboard (and not the delete icon on the left of the System Track).
