is there a way to re-connect those bars to a 16 measure rest?
You could try nudging the text item one bit to the left (alt-left arrow). The text item is breaking the multi-measure rest.

There should be an option in the prop panel as in Finale maybe, “break multimeasure rest” for these text items.
