I use a (3) monitor setup. Arranger, mix console, edit/plugins… All my 10.5 projects open correctly in 10.5. But they open all windows on main screen in 11. I then have to drag everything to where it belongs. Every time I open it… Am I missing something?
The mix console is the biggest pain. If I toggle the icon it opens full screen on the main monitor no matter what screen it was on previously. Can’t create a workspace that will work either.

I would recommend to trash Cubase 11 preferences.
Cubase Preferences folders are:
Mac: ~/Library/Preferences/Cubase X
Win: %appData% Steinberg/Cubase _X__64
