Hyperthetical question,

If I had a keyboard arranger such as a P700 from Roland, can an arrangement made on the keyboard be sent to Cubase as a midi file with seperate tracks for all the instruments used on the P700?

If the hardware can export MIDI files, yes, you can achieve this.
