What order did you run the Nuendo installs in?
I would try this:
install N3, update it & initialize/test it.
Back up prefs folder & delete it so N4 initialization won’t find it & port settings.
Install & update N4.
Repeat for N4 prefs what we did with N3 prefs
Now install N5.
What happens?
