This looks like a chart of ways to produce harmonics on a wind instrument. The smaller staves above look like ossias to show the sounds produced. You can have ossia staves in Dorico, but I’m afraid you can’t stack them like this. Dorico allows for a maximum of 1 ossia staff above and 1 below the main staff.
Another possibility is adding extra (normal) staves above, the number of which you can expand and reduce at any moment. However, you can’t give them different rastral sizes from the main (bottom) staff.
